A strong classroom activity and a strong multi-school implementation are different design problems. The first asks whether a learning experience works with children. The second asks whether many educators can use it consistently in different conditions.

A phased deployment can be useful. A defined pilot allows partners to test logistics, educator confidence and evidence methods before expanding reach. It is not smaller ambition; it is a way to reduce avoidable uncertainty.
5. Measure implementation and learning together
Outcome data without implementation context can be misleading. If materials arrived late, training attendance was low or activities were not used as intended, the learning evidence needs to be interpreted accordingly.
A balanced review may include:
- program reach and material availability;
- educator training and support requests;
- frequency and quality of activity use;
- learner participation and teacher observations;
- term-wise assessment where appropriate;
- limitations and decisions for the next cycle.
